During the opening remarks, President Umaro Sissoco Embaló of Guinea-Bissau praised Nigeria for its efforts in maintaining peace and strengthening democracy in the West African region. He emphasized that the recent events in Mali, the Republic of Guinea, and Burkina Faso, including the extension of the transition period, represented a setback to the democratic values and rule of law upheld by ECOWAS member states through the supplementary protocol on democracy and good governance.

President Embaló highlighted the necessity of restoring democracy in these three countries to ensure political stability, promote democratic rule of law, and improve the well-being of the people in the West African sub-regional community. He also emphasized the importance of member countries exploring alternative methods of mobilizing financial resources, in collaboration with strategic partners, to counter terrorism and accelerate economic growth in the region.
