This is based on a Times report that The PUNCH also published. According to the Times, data was delivered in Abuja last week by Alex Sienaert, the lead economist for the World Bank in Nigeria.

By the end of December, 5 million homes are expected to have benefited from the program, which aims to help 15 million impoverished households in Nigeria. Only 1.5 million households, according to Sienaert, had gotten the funds.
“Just 1.5 million of the targeted 15 million households have been paid for, meaning that only 0.1% of the anticipated families have received payment,” he stated.
